SUMMARY
Allows federal, state, and local governments to participate in an existing program that enables customers who plan on generating electricity from a combined heat and power system to finance all of the upfront costs for the purchase and installation of a combined heat and power system by repaying those costs through on-bill financing.
WHY IT MATTERS
As part of AB 1613, the Public Utilities Commission is required to establish the pay-as-you-save pilot program to allow nonprofit organizations to install combined heat and power systems and finance those systems on their utility bills with payback over a period of time. However, government institutions such as public universities, state hospitals, and correctional facilities, which have significant thermal and electrical loads, are precluded from participating in the pilot.
THE GOALS OF AB 2791 INCLUDE:
• Expanding the definition of eligible customers under the aforementioned program to include federal, state and local governments.
